Secretary Delfin Lorenzana; Secretary Michael Lloyd Dino of the Presidential Assistant for the Visayas Area; General Ricardo Visaya, Chief of Staff AFP; Lieutenant General Eduardo Ano, Commanding General Philippine Army; Lieutenant General Nicanor Vibar, Commander Central Command; the officers and enlisted personnel of the Armed Forces of the Philippines and the Philippine National Police; my beloved countrymen.

Now I'd like to... Ayaw ko 'yung magpalakas sa inyo. But it's a fact that I need to do something for you also and you have to be informed.

Ganito iyan eh, I went to your AFP Medical Center the other night. And I was really appalled to know that a big hospital such as yours, wala kayong mga gamit na pinakaimportante to save lives. For example like the MRI, it is better than the CT scan. It is an improved version of the X-ray a thousand times.

So, nakikinig ako I was... Mabuti na lang kasama ko si Secretary Diokno sa DBM sa Budget. So sabi, 'Sige, ano pa ang wala sa inyo?' Then the baric, ito 'yung tangke and the best illustration of that talagang ginagamit rin ito 'yung mga divers na who would suffer the bends, 'yun malakas 'yung sa ano ninyo oxygen, 'yung nagsha-shake, it's a high pressure.

Then I also give you a Gamma rays, X-ray na para hindi na, wala ng invasive ano na lang. Then another one and I give you in your building because the old is there 1950s, nagle-leak na 'yung plumbing. Eh kapag bumabalik 'yung dumi na binababa mo eh that is no longer healthy for the soldiers to be there. Iyong kagaw --- ano ba yung kagaw? Iyong germs. Bisaya kasi ako eh. Iyong germs babalik doon sa ano And then if you are there... That's why people avoid hospital because either --- madaming germs diyan sa ospital, ma-pneumonia ka, matuluyan ka. So sabi ko, 'You have to condemn it immediately and I will give you a new building." But do not destroy it if it can be of use to you because you can always refit the plumbing system, ayusin lang ninyo and there's another building.

Mabuti na lang walaWala nang magsabi sa akin na wala pala ito. Well, anyway I am just two months as your President kaya ako nag-iikot sa mga kampo. Inuna ko rin muna just to show my support to you. And we have some casualties in Mindanao. Ang pinakamatinding bakbakan is Mindanao. Iyong doon sa Western side, we have the Abu Sayyaf and the other renegades there; at dito sa Region 11 sa siyudad ko kasali pinakamatindi ang NPA. In Davao City hindi masyado kasi --- sa ibang lugar pero sa Davao City hindi masyado 'yan sila active.

Ngayon, I am here to assure you na sa panahon ko pagka-Presidente, baka hindi niyo alam ang tatay ko sundalo. One of the earliest [inaudible], Digos, Governor Llanos was a major sa Philippine Army noon. Tatay ko sa JAGO. He was one of the three prosecutors of the collaborators dito sa Cebu. And I feel for my soldiers and Davao City really improve to what it is now because of the police and the military. Iyon talaga ang totoo doon. Sino naman pala ang inutusan ko na pumatay niyan? Eh 'di pulis pati military.

I mean I had the full cooperation. And in return I was also loyal to my men. Magtanong na lang kayo ng pulis kung nandito sila o 'yung mga opisyal na dumaan ng Davao, sila rinIyong Secretary of Defense, alam niya kung paano ako mag-handle ngAnd even during the times 'yung minsan na magover-shoot 'yung kanyon nila, natamaan 'yung isang pamilya nawala, susmaryosep, Human Rights tayo dito. But you know, talagang inalagaan ko. At wala namang nasabit because I was there to protect them. So ang sundalo pati pulis malakas ang loob.

Ngayon, gusto ko 'yan ang ano ninyo --- you adopt that attitude. Not because I abuse my authority, far from it actually, I am a prosecutor. But when I am here, Presidente ako, I have to do something. I have to do it because nobody is going to do it for us.

Ngayon, if I read the names now of the judges which I will --- in a few hours, few days --- may mga congressman, it's not because gusto ko silang siraan. Hindi ko kilala ito. Pati mga pulis --- judges, pulis, mga congressman. But it behooves upon me, nandito sa akin 'yung obligasyon to tell the Filipino people of what is happening to this country.

Their rightKaya nga 'yang mga media eh. They are always asking for their right to be informed. And so also, hindi...
